1. This Invitation for Bids (IFB) follows the General Procurement Notice
(GPN) for this project that appeared in UN Development business online
of September 16, 2007.
2. The Kyrgyz Republic has received a Grant from the International Development
Association for reducing the technical barriers for entrepreneurship and trade
in the Kyrgyz Republic and it intends to apply part of the proceeds of this
Grant to payments under the Contract for supply and installation of metrology
and calibration equipment.
3. The Project Implementation Unit Reducing the technical barriers for
entrepreneurship and trade now invites sealed bids from eligible and qualified
bidders for supply and installation of metrology and calibration equipment. The
supply and installation period is 7 months.
4. Bidding will be conducted using the International Competitive Bidding (ICB)
procedures specified in the World Banks Guidelines: Procurement under IBRD Loans and IDA
Credits (May 2004) and is open to all Bidders from eligible
source countries as defined in the Guidelines that meet the following minimum
qualification criteria:
(i) A Bidder must have successful at least three contracts of supply of the
similar Goods;
(ii) A Bidder should have average annual turnover for the last three years has
to be not less than US$ 1,000,000.0 or equivalent. The Bidder must submit
balance sheet for the last two years certified by a registered accountant or
supported by copies of tax return;
(iii) It has been operating as a legally and financially autonomous company
since at least 3 years.
5. Interested eligible bidders may obtain further information from Ms. Janyl
Tumenbaeva, PIU Reduction of technical barriers for entrepreneurship and trade
project, piu_rtber@infotel.kg and inspect the Bidding Documents at the address
given below starting from 08:30-12:00 a.m. to 13:00-17:30 p.m., Monday to
Friday, exclude public holidays.
6. A complete set of Bidding Documents in English language may be obtained by
interested companies on the submission of a written request to the address below
and at the address below and upon payment of a non-refundable fee of US$ 200.

Once the bidders have deposited the non-refundable fees, they should send a fax
with the instructions to deliver the Bidding Document and the deposit receipt
to the address below.

representative at the address below.
7. Bids must be delivered to the address below at or before 22 January 2009 at
14:00 a.m. (Bishkek time). All bids must be accompanied by a bid security of
not less than two percent (or an equivalent amount in a freely convertible
currency) from the bid price. Electronic bidding will not be permitted. Late
bids will be rejected. Bids will be opened in the presence of the Bidders
representatives who choose to attend at the address below at 22 January 2009,
14:30 a.m. (Bishkek time).
